In 2023, Virginia passed a law allowing anyone with a beer or wine license to deliver alcohol "in closed containers for off-premises consumption to a person's vehicle if located in a designated parking area of the retailer's premises where such person has electronically ordered wine or beer in advance of the delivery."

Kroger first introduced the ClickList service in 2016 and has received requests from customers to include alcoholic beverages since then. With the recent change in Virginia law, Kroger has been able to respond to these requests and enhance its online offerings.
